Our work focused on both the strategic and procedural preparation of the bidder, with particular emphasis on the auction’s unusual exit-bid rules, which represented one of the central strategic challenges of the auction format.

We began by analyzing the published auction rules and assessing their implications for bidder behavior, price formation, PDA switching, and exit-bid strategy. Working closely with the bidder, we evaluated the economic attractiveness of the three Project Development Areas, considered likely competitive scenarios, and developed structured decision frameworks tailored to the bidder’s objectives and constraints.

To support this work, we implemented the complete Round 5 auction format in our own auction platform. The system accurately reproduced all relevant auction mechanics and provided a high-fidelity environment for scenario analysis, training, and individual practice. It was used throughout the engagement to test strategic assumptions and allow the bidder’s team to rehearse decisions under realistic auction conditions.

Based on this analytical foundation, we delivered interactive training and simulation workshops for both the operational auction team and senior decision-makers. These sessions combined detailed rule interpretation, hands-on use of the simulation platform, competitive war-game exercises, and discussion of the governance and communication structures required during the live auction.

We subsequently supported the bidder in developing a comprehensive auction playbook. This included strategic decision frameworks, criteria for PDA switching and exit bids, scenario and risk analysis, governance structures, roles and responsibilities, decision workflows, validation mechanisms, communication protocols, and contingency procedures. We also advised on the practical setup of the auction war room, including system redundancy, security measures, and emergency protocols.

The engagement culminated in a detailed pre-auction report consolidating our strategic and procedural recommendations. Our software was used extensively for strategy development, scenario testing, and bidder training. It accurately implemented The Crown Estate’s auction rules but served exclusively as a high-fidelity simulation and preparation tool; it was not used in the operation of the live auction.
